Special Issue on Transportation

The previous issue of Planning Magazine (March 2017) gave me an excruciating, migraine headache and I definitely lost my temper while writing Planning Naked. I watched about one year’s worth of slow but steady progress in the editorial/word choices of the American Planning Association go out the window in a hysterical, reactionary response to the election of President Donald Trump; assuming these Planning Magazine articles are queued out a couple of months in advance. The fault is not Trump’s but the ‘establishment’ using any excuse (however, flimsy) to assert the dominant planning paradigm of the status quo for the last 70 years, which can be simply summarized as ‘Cars, Money, and Bureaucracy.’ I don’t have much hope for this April 2017 Special Issue on Transportation doing much to alleviate my professional concerns since the special issue on this very topic two years ago was an unmitigated disaster; especially the cover of vehicular road signs, which still irritates me. Let us see what this issue has in store for us…

A car is still a car. On the cover is the “front of a Waymo driverless car at a Google event last December in San Francisco (see pp. 5). So yeah, ‘transportation is cars’ is once again the front and center visual for APA’s Planning Magazine special issue on transportation. I can hear their objections to this observation, “But, but, but, but we have articles about bike-sharing and mention pedestrians and walking and rail and nature.” Yes, you do but the graphics and digging into the substance of the content only illustrates how APA ‘talks the talk’, ‘drives the drive’, and even ‘drives the talk’ but refuses to ever ‘walk the talk’ when the rubber meets the road. OK, there are a LOT of mixed metaphors about lip service in there but you know what I mean.

Ditch the word transportation. Maybe Planning Magazine could start with something simple like changing the title of this annual issue to “Special Issue on Mobility” or “…on Movement”? Just a thought…

Oh, chase the shiny object. “The Road Less Traveled” by James M. Drinan, JD (From the Desk of APA’s Executive Officer, pp. 7) sets the tone for APA as a professional organization chasing the ‘next shiny object’ that just so happens to pass across its field of vision. The advertisement photographs of planners playing in the exhibit’s area of national planning conference (prior on pp. 2-3) only reinforces the idea: Computers! Pinball machines! Free promotional pamphlets! Up, close, and personal with a drone! Virtual reality! Projector graphics and ice cream scoops?!? (Not sure about that last one) In any case, for this issue, it means new “disruptive transportation technologies” and “calls for infrastructure investment” (translation: there is “bipartisan support” to give us money), which can be linked to “economic development principles (jobs!).” Ahem, how about better understanding the road most travel by most people first? All of the evidence suggests APA is still clueless about that.

Cars, money, and bureaucracy. All-inclusive including the inside/outside of the front and back covers, this issue is 56 pages long. About 65% is really about cars, money, and protecting/promoting the bureaucracy/regulatory regime of planners. The issue pays lip service to other issues but…

Good News! You can be an Outlaw, too. The “New Hampshire Greenlights Granny Flats Statewide” article by Madeline Bodin (News Section, pp. 13) is great news! However, it is extremely disturbing that “the New Hampshire planning community was mixed on [the law].” Of course, the planners and municipalities initially opposing the law introduced a condition requiring that granny flats be ‘owner-occupied’, which is an insidious attempt to limit affordable, rental housing for lower income and young people. The Outlaw Urbanist would like to encourage all New Hampshire homeowners to violate this law immediately and continually since the ‘owner-occupied’ provision is essentially unenforceable. We are all outlaws now! “Lord I never drew first, But I drew first blood, I’m no one’s son, Call me young gun…”

So that happened… The “Zoning and ADA Compliance” article by Robin Paul Malloy (Legal Lessons on pp. 14) is an inoffensive reminder for people who might fall short in common sense, basic decency, and good manners.

I’ll pass, thanks. “Here Come the Robot Cars” by Tim Chapin, Lindsay Stevens, and Jeremy Crute (pp. 15-21). Full disclosure: I have known Lindsay Stevens since 2003. She is a friend. I have also met Tim Chapin, who invited me to guest lecture at Florida State University in Fall 2008. I don’t know Jeremy Crute. Out of respect for Lindsay, I am not going to comment on this article about autonomous vehicles (i.e. driverless vehicles) based on a study conducted on behalf of the Florida Department of Transportation.

I love the smell of sarcasm in the morning. Q&A section about “Disruption: Bike-Share” (pp. 24-25) in which Planning Magazine’s Editor-in-Chief, Meghan Stromberg interviews Jon Terbush of Zagster, a venture-funded startup company based in Cambridge, Massachusetts that designs, builds, and operates bike-sharing programs. I absolutely LOVE Terbush’s response to Stromberg’s question, “What are the minimum requirements for bike share?” Terbush responds, “Well, I’d still say the vision is the most important thing.” You can feel Terbush’s sarcasm dripping off the page after receiving such a backward ‘trapped-in-the-box’ type of question. Well done, Mr. Terbush. You smacked down APA and Planning Magazine even if they seemed blissfully unaware of it.

You can do those things that are ‘generic’ to all cities. The Q&A section “Disruption: Ride Share” (pp. 26-27) is a straightforward discussion about profiteering on the share services associated with the automobile… as if ‘unlicensed taxi services’ haven’t been around for decades (such as in London). That is essentially what companies such as Uber and Lyft are, i.e. they are circumventing government regulations (nay, restrictions) on labor in the same way zoning out granny flats restricts affordable housing and owners’ ability to profit on their property without the blessings of government. In any case, Andrew Salzberg’s closing comment is great advice, namely to “focus on things that are eternally true.” Well said, sir.

Oh, parking, you’re so fine, parking’s so fine, it blows my mind! Oh, parking! Ahem, four pages about parking with all sorts of buzzwords designed to promulgate the status quo. “Parking is an asset for cities,” “It plays a vital role (in making money, I translated the ‘code’ for you here but the “Driven by Technology” insert makes it clear),” it is “an important planning resource,” and so on and so forth. I was especially amazed to read how parking is “helping to reduce roadway congestion.” Along the way, the editors implicitly promote the decades-long myth of every Main Street shop owner, namely ‘Main Street would survive if we only had more parking.’ Planning Magazine does not say that, of course, but instead tells us people “will avoid public parking” if you charge too much for it. They do not mean people might walk or use a bike. The little 1” x 3.5” insert for The High Cost of Free Parking by Donald Shoup within the context of this article is quaint. See: equal time (<sarcasm).

Insidiously lies the crown. At first glance, “Connecting the Dots” by Greg Griffin (pp. 32-39) seems like it is promoting the bike share concept. However, by tying bike sharing to inequity issues it is actually undercutting it. This is ironic considering the equity and standard of living impacts of not owning a car are much, much worse and pervasive in American society. This article is insidious because the key underlying issue is American settlements have been building large rectangular blocks, expanded road widths, and consuming land for centuries, which the automobile has only accentuated over the last century or so. It is the spread-out physical nature of the American settlement itself, which generates many of these inequity issues. However, by ignoring the real issue (planning and land consumption), Planning Magazine can use the inequity issue to undercut the bike share concept. Not overtly, you understand, but by throwing up ‘cautionary’ impediments along the way in the regulatory regime.

See: APA mentioned rail. Planning Magazine pauses in “Rail Relationship” by Raymond Besho (pp. 40-42) to remind us that freight rail traffic is worth a lot of money, too. They then prescribe solutions to promote rail freight at the expense of livability for human beings in settlements; all in the name of “safety.” Trains killed 265 people in 2016 (Source: Federal Railroad Administration). Wow, it is an epidemic! Automobiles kill more than 30,000 people each year. Perspective, people.

In closing. I want to close out this version of Planning Naked by repeating the opening line of the “Cultivating Stronger Connections with the Natural World” article by Timothy Beatley (pp. 49-50):

“Too often nature seems abstract and far away, difficult to know and touch in any visceral way.”

I would like you to think about that statement. I mean, I want you to think really hard about the opening line of this article in a national magazine of a national organization dedicated to the ‘art and science of designing cities.’ I hope you do not laugh too hard when you realize the statement is patently absurd.

At least, this time I kept my temper and I did not get a headache. This represents progress of a certain kind, I suppose.

Your (hopefully hilarious… but not so much this month) guide to most everything about the latest issue of APA’s Planning Magazine

NOTE: The United States of America inaugurated Donald J. Trump as its 45th President on January 20, 2017, and, in response, Planning Magazine turns the crazy up to eleven.

Making Joseph Goebbels Proud. “Placemaking as Storytelling” by James M. Drinan, JD (From the Desk of APA’s Chief Executive Officer, pp. 3) contains some disturbing language. Drinan points out, “Research shows that coupling stories with data produces a significant increase in the retention rate of that data.” Basically, he is correct. However, it is important to clarify Drinan is not precise. FYI: Never expect precision from a lawyer because you will always be disappointed. It is more accurate to say that using data to better tell a story about an objective truth is an excellent means of increasing retention about both that story, the data, and the truth. It reinforces the objectiveness of both observer and the observed. Using data loosely to reinforce a lie is propaganda. This is a nuanced but important distinction. This is because Drinan goes on to state, “it is crucial to control (our emphasis) the narrative-the story.” This is a defensible position for a propagandist but not a scientist. Drinan (perhaps unintentionally) reveals he is discussing politics and propaganda, not scientific truth when you consider what he manifestly fails to say in a subsequent sentence. The key is the citation of planners as storytellers, authors, illustrators, and editors. What is missing? The answer is scientists. This ‘frontpage editorial’ is one of the most disturbing things I have read in Planning Magazine in years because it advocates for the very thing it pretends to be against. This is the insidious nature of the status quo reasserting itself against change. Forewarned is forearmed. NOTE: Having now read this, I am angry with myself for leaving this March 2017 issue of Planning Magazine sitting unread on my desk for two months. The previous months’ issues lulled me into a false sense of security. My mistake…

OMG! And I am only on page eight. “Federal Tax Credit Uncertainty Puts Affordable Housing at Risk” (News Section, pp. 8-9) by Dean Mosiman – a Madison city government reporter for the Wisconsin State Journal. RED FLAG, RED FLAG: Scott Walker is evil incarnate – contains some really bad reporting as Planning Magazine embarks on Drinan’s explicit promise to attempt to ‘control’ the story. First, it assumes a reality that is non-existent. “For 30 years, federal affordable housing tax credits have been the nation’s most potent tool to create housing for the homeless and low-income households.” Really? Have you been to Los Angeles lately? This bastion city in a bastion state of the Democratic Party has one of the worst, most despicable, and most shameful homeless problems I have ever seen in the Western world over the last three decades. It makes me sick to my stomach just thinking about what I saw and smelled in L.A. Everyday, there is another article in the mass media about an overwhelming lack of affordable housing in cities around the world including the USA. The tax credit is not a potent tool but a failed one. According to the article, the tax credit “had a major impact on the nation’s housing stock, helping create 2.8 million affordable units nationwide.” The use of ‘major’ here is shameless hyperbole and the ‘helping create’ means there might be an indirect benefit but not direct causation. Of course, these 2.8 million units were most likely woefully insufficient to replace the smaller (in square footage), more affordable historic housing stock demolished by public and private agencies during the same period. This news article is about one thing: fear that the pigs might not be able to eat at the government trough in the near future. Then, at the end of the article, the author implicitly concedes this is fear-mongering by stating the tax credit “is likely to survive.” Nothing to see here, folks, move on home! This is ‘fake news.’

People Matter. Planning Magazine ‘buries the lead’ with the “Miami Street Experiment Prioritizes People” by Susan Nesmith (News Section, pp. 9-10) by discombobulating the story across two pages, which is bad editing and bad graphic design. It makes you wonder what APA has against putting “people over cars” and “slowing traffic (with) no big gridlock.” The experiment is over but the “fancy crosswalks” remain: really, fancy crosswalks? Fancy? It is a good thing I have plenty of hair to pull out. This experiment and the subsequent attempts for a more humanistic redesign of this Miami boulevard is something that Planning Magazine needs to herald and promote, not deride as some quaint idea. Is this a failure of Ms. Nesmith’s writing or the editors of Planning Magazine? Perhaps both. I am not sure.

In ‘Do No Harm’ News. “Remaking Vacant Lots to Cut Crime” by Martha T. Moore (News Section, pp. 10) is an interesting story about a low-cost, temporary solution for vacant properties in urban conditions; as long as people and agencies understand it is not a long-term solution. All in all, however, I like the concept.

Beware of Florida Lawyers Bearing Gifts. This months’ Legal Lessons section (“Staff Reports: A Lawyer’s Take by Mark P. Barnebey, pp. 11) is one of those standard-type of articles Planning Magazine re-runs every 3-5 years due to new, young professionals entering the workforce. I remember reading the last two iterations of this article about staff reports (respond the young people, “He must be really old”). Barnebey’s article is fine for this purpose though he undersells just how influential of a role the staff report can play in quasi-judicial decisions by elected officials, if carefully constructed.

Strike that. Reverse It. Welcome, Florida Lawyers Bearing Gifts. However, having said that, the more advanced state of staff reports in Florida – due to their quasi-judicial nature associated with the 1985 Growth Management Act and subsequently, Mr. Barnebey’s greater experience with the best of such staff reports – starkly contrasts with the next article, “The Better STAFF REPORT” by Bonnie J. Johnson (pp. 20-24). Allow me to state more simply the point that I believe Dr. Johnson is attempting to convey: the best staff reports combine: 1) well-written content with 2) well-designed visuals and 3) promptly get to the point. Like most planners, Dr. Johnson’s article manages to fail on all these counts. Johnson does not even seem to know her audience for this article (i.e. there are lots of different types of planners and staff reports) so she makes the mistake of trying to address ALL possible audiences. The result is inadequate for everyone. The graphic design of this article makes the content even more confusing. I mean it is really, really bad but hardly surprising. In my experience, most planners are woefully under-trained in the art of graphic design. I do not know if this is the fault of Dr. Johnson or Planning Magazine but, seriously, reading this article gave me a fucking headache.

Meanwhile. “Here comes the Sun” by Charles W. Thurston (pp. 25-29) is the type of article you get from professional organizations nearly four decades after a nation abandons nuclear power.

The Blood Boils Over. But what really gets the blood boiling is Planning Magazine: 1) makes the preceding article the subject of this month’s cover (see above) instead of this article ‘buried’ at the end of the feature articles, “Life and Death Every Quarter Hour” by Jeffrey Brubaker (pp. 30-33); and, 2) seems blissfully unaware of the contrasting traffic fatalities data in this article (35,092 death in 2015) compared to the article about wildlife crossings, i.e. 200 fatalities associated with collisions with wildlife. That is right. This month’s Planning Magazine dedicates twice as many pages to an issue involving 6/1000th the number of traffic deaths. Worst still, the subtitle of this article claims “mixed results” for what is a complete failure. Finally, at the end, Planning Magazine adds a “The opinions expressed in the article are his own” (meaning Mr. Brubaker) disclaimer. God forbid that anyone might think APA and Planning Magazine are anti-automobile. And the thing is, Mr. Brubaker’s article is mild. It does not go nearly far enough in pointing the profession’s hypocrisy on this issue. Here is the gist: in 60 years, nothing has changed. There is still a death caused by vehicular traffic every quarter hour in the United States.

That is it. I cannot take any more of this month’s issue. I may have to stop reading Planning Magazine in the best interests of my health because you would not believe the migraine headache I have right now. Shame on you, Planning Magazine. The best article this month was written by a Florida attorney.

CityLab | 10 Tired Traffic Myths That Didn’t Get a Rest in 2015

“The most enduring popular traffic myth holds that building more roads always leads to less congestion. This belief is a perfectly logical one: if there are 100 cars packed into one highway lane, then building a second should mean there’s 50 cars in each. The problem, as transportation researchers have found again and again, is that when this new lane gets added the number of cars doesn’t stay the same. On the contrary, people who stopped driving out of frustration with traffic now attack the road with an enthusiasm unknown to mankind. While residents of heavily congested metro areas have a suite of four-letter words to describe this effect, experts call it “induced demand.” What this means, simply put, is that building more road eventually (if not always immediately) leads to more traffic, not less. Fortunately, local leaders are starting to distinguish reality from myth when it comes to induced demand. Unfortunately, the best way to address it—congestion pricing—remains all-but politically impossible in the U.S. That pretty much leaves one thing to do: deal with it.”

February must be the ‘clear the backlog’ month for the editors of Planning Magazine because this month’s issue is a strange mixture of useless fluff and wrong-headedness where the eternal bogeyman of the planning profession, e.g. ‘lower property values and higher crime,’ keeps making a spectral appearance in the articles, one way or another. This makes it extremely difficult to pull much of value out of this issue but we’ll try anyway.

  1. James M. Drinan’s “From the Desk of APA’s Executive Director” (pp. 3) editorial does not really say much of anything except “we’re re-launching the APA Foundation charity but we don’t know why.” Here’s an idea: provide some leadership. Student loan debt in the United States has reached record levels ($1.2 trillion dollars in 2015, according to USA Today) that threaten another financial cataclysm. Why doesn’t the neo-APA Foundation concentrate on meaningful and substantive scholarships for the college education of young planners? There, done, leadership. Sometimes, APA’s insistence on ‘navel gazing’ reaches ridiculous levels.
  1. “A Transportation Bill, At Last” by Jon Davis (pp. 8-9) is combines two things that a lot of planners love the most in this world: acronyms and money. Here’s the long and short of the Fixing America’s Surface Transportation Act (FAST Act… oh, a cool acronym… that must mean it’s important because it’s fast!): for every $1 spent on the automobile (e.g. roads), the US Government is spending 0.24¢ on buses and 0.04¢ on passenger rail. It must be great to be a Washington lobbyist for the ‘automobile cartels’. To quote a song from the 1977 Disney film, Pete’s Dragon, it’s “money, money, money by the pound!” “He that is of the opinion money will do everything may well be suspected of doing everything for money.” – Benjamin Franklin
  1. The short bit (pp. 9) about Chicago investing $32 million in bus rapid transit for the Loop is a comedy of errors. Doesn’t Chicago already have one of the best passenger rail systems in the United States in ‘the L’, for which the Loop has already been well served for decades? What is the point of this investment other than to waste money? “Critics say so far it is falling short of the mark (BRT average speed is 3 miles per hour).” Well, of course. That money would have been better invested in ‘the L’..
  1. “Dog Parks on the Rise” (pp. 10) is an interesting piece. I have a dog and she’s part of my family, too. However, it also potentially plays into the planning profession’s ‘regular out’ to provide real solutions for urban problems by instead proposing a park instead because ‘who can object to a park?’ I can. Too often, Landscape Urbanism is code for political cowardice. Let the buyer beware.
  1. “Slight Change of Plans” by Rebecca Leonard and Joe Porter (pp. 12-19) is a dishonest piece. You know that any article that begins with “Here are a few names that will be familiar to planners: Jim Rouse, Bob Simon, George Mitchell, and Ben Carpenter” is setting up the reader for a fall. I am extremely well read in architecture, planning and urban design and I have never heard of any of them. It doesn’t anything say about me as a planner or reader. It says a great deal about Rouse, Simon, Mitchell and Carpenter and, by implication, this article. Here’s what you need to know. Unknown Person 1: Let’s not call it suburban sprawl. Let’s call it community development (code for Planned Unit Development, e.g. PUD). Unknown Person 2: Then we can’t call it sprawl repair. Let’s call it things such as “work in progress”, “change”, and “shift.” I find it hard to believe Leonard and Porter actually wrote the article this way (as I recall, previous articles from Design Workshop were more intellectually honest). I suspect the editors of Planning Magazine have interjected themselves into this article. See the aerial and street view of Columbia, Maryland below. Behold the sprawl and beautiful parking lots!

  1. “Planning and the Presidency” by Elizabeth Wood (pp. 24-28) is a ridiculous piece of nonsensical fluff with a pro-Hillary Clinton message deeply buried within the article. Planning Magazine actually printed Wood’s notes about the menu at different events! Are you kidding me? There is actually an interesting anecdote in Wood’s article about how Donald Trump deftly handled an angry voter at one of his events, which is informative. Otherwise, this article has very little to say about the presidential candidates because Wood is asking the wrong questions (‘Are you willing to put a planner in a cabinet seat?’) based on the wrong premise (top-down solutions).
  1. “Could You BnB My Neighbor?” by Jeffrey Goodman (pp. 29-33) is worth the read as long as the reader does not swallow wholesale Goodman’s argument about the sharing economy. Here are the key words and phrases of Goodman’s article. “Home owners have taken in lodgers since the first settlement of cities.” This is the absolute, most important point about AirBnb and others in the sharing economy. It is normal. “Where does AirBnB pay its share?” Now we get to the real crux about what is really going on: namely, a money grab by local governments to secure more tax revenues and steal more money out of people’s pockets. Personally, I know several people whose homes were saved from foreclosure by the banks because of AirBnb and the sharing economy. And, as we all know, it is the government (through FreddieMac and FannieMae) who is really standing behind these banks because they are in (and lining) their pockets. The raising of the eternal bogeyman of NIMBYism in lower property values and higher crime only makes more transparent the self-serving arguments of those opposed to the sharing economy. Let’s fight for the normal, not the abnormal created in 1926 by the U.S Supreme Court.
  1. “Tiny House: Niche or Noteworthy?” by Anne Wyatt (pp. 39-42) is probably the best article in this month’s issue though the attempt to take a ‘neutral’ stance about tiny houses is strange (again, I suspect the editors for adding the question mark in the article title). The tiny house movement is one of the most important things happening in the United States today and, ultimately, this fact shines through in Wyatt’s article. As Wyatt says, “The tiny house movement offers opportunity for planners to look at some the planning assumptions.” Lots of planners don’t like to re-examine their assumptions because they know they’ll end up making an ass out of you and me (‘assume’), so to speak. Yeah, so let’s keep putting 650 square foot homes on a minimum 1/4 acre lot. OMG! Density lowers property values and increases crime! 
  1. “Zoning with Stipulations” in The Commissioner by Margaret Wilson and Tom Awai (pp. 48-49) overlooks the main point about zoning stipulations. It is the concept of zoning itself that is fundamentally flawed so you have to have stipulations for legal and practical reasons to compensate for that flaw. Teaching commissioners about zoning stipulations is like placing a Band-Aid over an open wound. Perhaps planners should think about healing the wounds that zoning has open up all over our urban landscapes in the post-war period? Just a thought…
  1. “Contribution of Urban Design Qualities to Pedestrian Activity” by Reid Ewing (pp. 50-51) is both interesting and disappointing, especially given the quality of Ewing’s previous articles in Planning Magazine. While I have no doubt there is a beneficial effect of transparency (e.g. windows) at street level for urban design and pedestrian activity (see Jacobs’ “eyes on the street” or why traditional street-based retail land uses have windows), it is seriously doubtful that the relationship is direct and causal, as Ewing’s article indicates. By his own admission, Ewing’s study did not account for the most important component, i.e. linkages. In fact, I suspect there is either: 1) a lot more to Ewing’s study than he is telling us; and/or, 2) his findings are a statistical artifact of this more important component, i.e. the urban street network itself.

This issue of Planning Naked may be a little shorter than usual since my print edition of Planning Magazine hasn’t appeared in the mail in months (you might have noticed the gap in posts of Planning Naked). Is it an APA conspiracy to mute criticism of Planning Magazine by the Outlaw Urbanist? Probably not, I’m dealing with address change issues and APA is an organization that moves at a glacial pace when to comes to change. So I’m reading the digital edition of Planning Magazine, which is a pain in the a… my fingers and eyes, to say the least.

10 Strategies for Livable Communities (page 24) as part of the Livability for All article (page 21-24)
This article follows up on AARP’s creation of a Livability Index for senior citizens. You may recall from a previous edition of Planning Naked that I pointed out one of the worst ‘suburban sprawl hell’ areas of Jacksonville, Florida scored a 50 on AARP’s Livability Index, suggesting the criteria was suspect at best. What is really startling about these ’10 Strategies” is the utter lack of the word ‘design’ appearing anywhere in the list. More so, it’s difficult to find anything that could be even implied to mean design as an component of livability. Indeed, most of these strategies involve ‘consultation’ and ‘competitiveness’ (i.e. economic aka making money). Just as Carly Fiorina chides Hillary Clinton by saying “flying is a activity, not an accomplishment” so APA needs to be criticized in a similar manner. Consultation is an activity (a means to an end) and not an accomplishment in itself. Personally, I’m sick of APA members citing all manner of acronym-ed organizations they have consulted as if this was an accomplishment in itself. It is not. Poor Richard:  It isn’t the quantity of the acronyms that matter but the quality of their (letter) characters. APA members need to be careful about flying to something shiny (AARP’s Livability Index, e.g. Won’t someone please think of the old people?!?!) and applying it without thought before understanding its underlying assumptions. Count me suspicious. Based on experience, WalkScore, at the moment, seems like a more credible index than AARP’s Livability Index. Besides, AARP is composed of almost nothing but Baby Boomers these days and it’s the Baby Boomers who got us, for the most part, into this mess. Should we really trust the Baby Boomers’ interpretation of ‘livability’.

China’s Evolving Art Industry (page 35-40)
Has anyone else noticed that the most interesting and exciting developments in practice covered in Planning Magazine tend to occur in overseas countries? Does anyone think this is decidedly odd? Are Americans just not really trying when it comes to planning? Very interesting article on the emergence of creative districts in China over the last 30 years. However, the article betrays a fear of change (“commercial success prices out the pioneers”). Change is the very nature of the city. Get over it, already.

Yikes, There’s a Tourist in Town (page 41-42)
Short translation of this article for you: Planning would be so much easier if cities didn’t have people. We wouldn’t need any planning at all, or cities for that matter.

Best Practices: Using Planning Data Wisely (page 43-44)
This is a very good article by Terry Moore, Alexandra Reese and Ali Danko from ECON Northwest about the proper use of data in developing sound planning policy and regulations. The only thing that needs to be added to their list of bullet points is:

Transparency: Be clear and honest about data sources and your assumptions about that data and its collection.

I thoroughly recommend this article for everyone.

Research You Can Use: A physicist tries to solve the city by Reid Ewing (page 47-48)
I can’t tell you how refreshing it was to read Reid Ewing’s “Research You Can Use” article in this month’s issue of Planning Magazine. In it, Ewing explains why he rejected a submitted paper for a referred journal attempting to build upon Luis Bettencourt and Geoffrey West’s Urban Scaling Theory. I can’t really comment with authority on the validity of Ewing’s arguments since I have not read the submitted paper in question. Of course, Ewing is correct that the larger the city, the more you have of everything including crime. The aggregated population v. crime correlation is interesting at an abstract level (and should be totally expected) but not very useful for planning policy. For that, you need the sensitive street-by-street and block-by-block modeling techniques of the urban network such as space syntax. In this way, you can demonstrate the usefulness of such correlations between population, crime, location/access, and spatial vulnerability and potential proposed design changes to address the problem. There’s a lot of good research on that front. However, what is refreshing about Ewing’s article is the transparency. It is an excellent attempt to ‘unveil’ the scientific process at work. In this sense, it is very valuable. In fact, Ewing’s article makes me wonder whether there is some inherent value in all referred publications printing short summaries by referees for all rejected papers so that the entire scientific, urban planning community can benefit from seeing the process at work. Something worth thinking about as this could be ‘a rising tide lifts all boats’ type of strategy.

Viewpoint: Planning’s Role in Social Justice by Grant Prior (page 56)
Have you ever noticed how often commentaries about ‘social justice’ are really nothing more than passionate calls for navel gazing? Justice is supposed to be blind so the concept of social justice is, in itself, an oxymoron. Mic drop.
